The force of an egg thrown at a high enough velocity could cause damage, so it would count as an attack.

It would depend on the severity of the rule being broken, but in an instance of an attack... yes.

It depends on the deal. A deal itself is not something against my permissions, but it is possible the deal involves things I am not permitted to do.

Do you need time to relay that to your superiors before you accept the deal or do you decide that on your own?

I do not need to seek permission before making a decision, as what is acceptable and what is not is already decided. However, if it is something outside of what has already been considered a possibility I may need some time to process.
